Closing the Gap (CTG) PBS Co-payment — registering patients
A practical reference for GPs and Aboriginal & Torres Strait Islander Health Practitioners: who's eligible, how to register a patient once, for life via HPOS, writing CTG scripts, and what the patient pays. For the patient-facing version, see our Closing the Gap explainer.

Is this patient eligible?
A quick orientation against the program criteria. Eligibility rests on your clinical judgement — this is a guide, not a determination.
1. Does the patient identify as Aboriginal and/or Torres Strait Islander?
2. In your clinical opinion, would they have setbacks preventing or managing a chronic condition (or risk of one) without their PBS medicine, and be unlikely to adhere without help with cost?

Writing CTG scripts & coverage
Annotate the prescription “CTG”. The PBS Online claiming system verifies the patient's registration status in real time at dispensing.
Coverage applies to all PBS medicines (S85 and S100) from 1 July 2024 — at community pharmacies, approved medical practitioners, and private hospitals.
The reduction is not the same as the under-co-payment $0.60 discount — it is the program's concessional/free benefit applied to registered patients.
It does not cover items that aren't PBS-listed (private scripts, most OTC items).

Checking status, changes & contacts
Check status: any clinician with HPOS access, or a pharmacist via dispensing software, can confirm whether a patient is registered.
Remote / limited internet: a health service can phone Services Australia on 132 290 to register a patient.
Withdrawal: a registering practitioner can't withdraw a patient except to correct an administrative error.
