Bulk billing means your doctor accepts the Medicare rebate as full payment — you pay nothing out of pocket. The doctor bills Medicare directly and receives the schedule fee (or 85% for specialists) as their total payment.
Not all doctors bulk bill. Many charge a "gap" above the Medicare rebate. You pay the full fee upfront, then claim the rebate back from Medicare (usually instantly via EFTPOS at the clinic).
Children under 16 and concession card holders are more likely to be bulk billed. You can ask the clinic about their billing policy when you book.
The Medicare Safety Net provides higher rebates once you've spent a certain amount on out-of-pocket medical costs in a calendar year. There are two thresholds:
Original Medicare Safety Net: After $594.40 in gap costs (2026), Medicare pays 80% of the schedule fee for out-of-hospital services.
Extended Medicare Safety Net: After $2,699.10 in out-of-pocket costs (2026) — or $861.20 for concession card holders and families receiving FTB(A) — Medicare pays an additional amount on top of the standard rebate.

GP rebates are 100% of the schedule fee. Specialist rebates are 85% of the schedule fee for out-of-hospital services.
